He congratulated the armed forces on the successful test launch. According to another translation, he said that the Sarmat will "make the madmen who attempt to threaten Russia think."

I am convinced that Putin and many Russians with him are still sympathizing with communism. In 2018 I wrote an article about the communist background of Putin and his present day sympathies towards that ideology. In this article I refer to published statements by Putin. Below a quote from my article.
Out of the communist closet
Those who saw Putin as a possible savior from American world domination, however, forget that he has a communist background. Many will say that he has renounced this. But is this really so? Recently Putin made a statement in which he equated communism with Christianity. Quoting from a Russia Today article reporting this (HERE):
“I may say something that someone might hate, but this is the way I see it,” Putin said in an interview for the documentary 'Valaam ', an excerpt of this was broadcast on Russia 1. “In the first place, faith has always stood by us, growing ever stronger when our country, our people, had to go through hard times.
There were those years of militant atheism when the priests were exterminated, churches destroyed, but at the same time a new religion emerged. Communist ideology is very similar to Christianity, in fact: liberty, equality, fraternity, justice – everything that is recorded in the Holy Scriptures, it is all there. And the code of the builder of communism? This is sublimation, it's really just an excerpt from the Bible, nothing new has been invented.”
But Putin went further by expressing his love and adoration of Lenin:
“Putin went on to equate the communist attitude towards the Bolshevik leader Lenin with the veneration of saints in Christianity. “Look, Lenin was housed in a mausoleum. How is this different from the relics of the saints for Orthodox Christians and Christians only? When they say there is no such tradition in Christianity, well, how come, go to Athos and take a look, there are relics of the saints there, and we have holy relics here," Putin concluded."
