No question marks are required on that photo Henry,  the "nurse" is a member of O.E.S.  Order of the Eastern Star.

The belt apparently is part f the staff uniform.  The hospital was probably built and is funded by masons, and all staff are initiates of either the Freemasons or Eastern Star.  Of course the queen is the head of the masons in the U.K. - a reader
